Toata galceava halucinanta din jurul participarii presedintelui sau premierului la Consiliul European da masura derizoriului politicii romanesti, dar si a imenselor lacune constiutionale ce lasa loc pentru tot felul de interpretari.Asadar, si Victor Ponta, si Traian Basescu se socotesc indreptatiti sa reprezinte Romania la summit-ul de la Bruxelles. In virtutea Constitutiei, presedintele are ca principala prerogativa reprezentarea tarii in relatiile externe. Dar chestiunile decise la Bruxelles au, in cea mai mare parte, puternice implicatii de ordin intern, asadar, sustine premierul, relatia cu UE devine si o chestiune de politica interna.
De altfel, precizeaza tabara lui Victor Ponta, cei mai multi dintre liderii europeni prezenti la Bruxelles sunt premieri. Da, raspunde tabara prezidentiala, dar sunt premierii unor monarhii sau republici parlamentare. Franta este reprezentata de presedinte. Exceptia franceza confirma regula premierilor, contraataca partea adversa. Pana acum, atributul reprezentarii la cel mai inalt nivel in UE i-a revenit presedintelui si niciun premier, nici Calin Popescu Tariceanu, nu s-a gandit sa il revendice. Da, dar de la izbucnirea crizei, la Bruxelles se iau decizii cu impact major, asa cum a fost spre exemplu Pactul Fiscal, in privinta carora guvernul, sustinut de majoritatea parlamentara, trebuie sa aiba un cuvant de spus.
A incercat sa intervina si presedintele Curtii Constitutionale, Augustin Zegrean: "Raspunsul se gaseste in Constitutie. Seful statului a fost pana acum, nimeni nu a contestat acest lucru, nu stiu de unde a aparut aceasta discutie". "Zegrean a pierdut o ocazie minunata sa taca din gura, judecatorii Curtii nu sunt comentatori poltiici sau jurnalisti", a raspuns, cu o tusa groasa de impertinenta, Victor Ponta.
Daca cumva presedintele CCR ar fi apreciat ca la Consiliul European trebuie sa se duca premierul, Victor Ponta ar fi avut aceeasi reactie sau ar fi invocat victorios opinia lui Augustin Zegrean, acuzand abuzul presedintelui? Si totusi, se pare ca interventia presedintelui CCR a taiat din elanul lui Victor Ponta, constient ca daca disputa va ajunge la CCR sansele sale de succes sunt minime.
Pana la urma, tehnic vorbind, relatia cu UE, indiferent cate implicatii interne ar avea, tine totusi de politica externa, iar seful diplomatiei romanesti este, potrivit Constitutiei, presedintele. Asadar, din perspectiva Constitutiei, nu cred ca exista multe indoieli.
Si apoi, intreb si eu, daca pana cum a presedintele a reprezentat Romania pe relatia cu UE, instituind o cutuma, de ce sa nu o faca in continuare? Am reusi si noi sa dam macar o dovada de continuitate si de maturitate. In plus, nici nu cred ca din punctul de vedere al intersului national conteaza numele celui care reprezinta Romania la Bruxelles. Marja noastra de manevra e mica, proportionala cu greutatea Romaniei in UE. Asadar, interesul national in raport cu politica europeana nu are culoare politica. De exemplu, daca ar fi fost domnia sa la Bruxelles in momentul respectiv, Victor Ponta ar fi respins Tratatul Fiscal?
A reduce insa marja de manevra a reprezentantului Romaniei printr-un astfel de scandal intern complet absurd si discreditant este sigur in dezinteres national. Ca se duce presedintele sau premierul, el reprezinta la Bruxelles Romania, nu pe sine, nu partidul sau, si de aceea ar trebui sa se bucure in aceasta calitate de intreaga sustinere. Cat timp ne comportam asa, cat timp ne dam singuri cu stangul in dreptul, nici nu meritam sa fim luati prea in serios.
Este de inteles ca presedintele, retras deja de pe mai toate fronturile politice importante interne, tine cu dintii la ultima prerogrativa importanta care i-a ramas. In ceea ce-l priveste pe Victor Ponta, nu cred ca domnia sa ardea sa se afirme la Bruxelles, ceea ce i-ar fi imposibil deocamdata. Nu are inca greutatea necesara pentru a fi macar in plan intern o voce decisiva. In plus, sa ne amintim ca ultima sa vizita la Bruxelles nu a fost exact un succes, nefiind primit de presedintele Uniunii Europene, Herman Van Rompuy.
Tocmai de aceea Victor Ponta avea nevoie sa forteze acceptarea europeana prin reprezentarea Romaniei la Consiliul European. In plus, premierul este intr-o intensa campanie de imagine, are cel putin trei aparitii televizate zilnice. Dar una e sa vobesti de la Mioveni si alta sa dai declaratii de la Bruxelles, nu fiind in vizita la seful socialistilor europeni, ci in grupul select al liderilor.
Dar dincolo de aceste motivatii, mesajul pe care-l transmite aceasta disputa este de grava imaturitate politica. Dar acesta este nivelul polticii romanesti si era de asteptat ca in conditii de coabitare dificila sa apara si astfel de incidente penibile. Singura care le-ar putea impiedica ar fi prevederea constitutionala clara nu doar in privinta reprezentarii la Bruxelles, ci, in general, in ceea ce priveste delimitarea atributiilor din interiorul puterii executive, impartita, uneori diputata chiar, de presedinte si guvern.
Este si aceasta aiureala la cel mai inalt nivel o dovada a necesitatii modificarii Constitutiei, cu totul depasita de realitatile romanesti.
Prim-ministrul Victor Ponta a acuzat felul in care au fost folositi banii din fondurile europene, premierul acuzand ca parte a acestora s-au dus catre salarii uriase, denuntand in acelasi timp un "jaf", in acest caz."Este vorba de programe in care foarte multe persoane au incasat salarii intre 3.500 si peste 10.000 de euro lunar. De exemplu, 1.500 de euro pentru patru ore lucrate intr-un program de dezvoltare a arhivarii. Sunt situatii extrem de grave care au dus la concluzii negative privind programul in Romania", a declarat Ponta, luni.
Acesta a avertizat ca Romania risca sa piarda 100 de milioane de euro, din fondurile europene, pana la sfarsitul anului 2012, si 1,1 miliarde de euro, in 2013.
"Trebuie prezentat un plan de actiune, sa dovedim Comisiei Europene ca suntem pregatiti sa facem o schimbare radicala. Daca nu dovedim acest lucru, vom pierde niste bani", a explicat premierul.
Victor Ponta a afirmat ca s-a descoperit "o uriasa retea de fraudare a banilor", coordonata de fostii ministri ai Muncii, Ioan Botis, Sebastian Lazaroiu si Sulfina Barbu.
"Oamenii trebuie sa stie ce au facut acesti incompetenti. Este un jaf acolo. Am descoperit un noian de fraude si de folosire ilegala a banilor", a acuzat prim-ministrul. El sustine ca ministrul Afacerilor Europene, Leonard Orban, a sesizat aceste aspecte in fostul guvern, insa nu s-a intamplat nimic.
Victor Ponta a avertizat ca trebuie luate masuri rapid, in asa fel incat situatia sa fie indreptate, acuzand totodata un "jaf" al fondurilor europene.
"Daca programul de actiune intr-un termen foarte scurt nu va produce efectele pe care le asteptam, atunci sunt pregatit sa imi asum o restructurare a activitatii de management. Daca reusim sa luam rapid masuri, sper ca pana la sfarsitul anului sa indreptam sitautia. Daca nu, vom lua o masura radicala.
Ministrii PDL nu au facut absolut nimic si pot fi acuzati de neglijenta politica. Incerc sa nu folosesc termeni duri, dar a fost un jaf acolo", a mentionat prim-ministrul.
Toata lumea a luat bani de la POSDRU, fara niciun fel de interes sau control Acesta a spus ca, impreuna cu ministrul Afacerilor Europene, Leonard Orban, a primit "pe cai neoficiale" stiri ingrijoratoare referitoare la modul in care s-a desfasurat in Romania, in 2010-2011, programul operational sectorial de dezvoltare a resurselor umane. La randul sau, ministrul Orban a confirmat datele prezentate de premierul Ponta.
"Este un program care a presupus o suma totala la dispozitia Romaniei de 2 miliarde de euro. A fost decontat doar 6% din aceasta suma importanta. S-au constata grave probleme de sistem. In sistemul informatic, am aflat astazi ca au acces in acest moment inca 350 de persoane care nu au cont si nu ar avea dreptul de a avea acces la sistemul informatic si la introducerea si consultarea datelor necesare", a declarat premierul.
Victor Ponta a afirmat ca "toata lumea a luat bani de la POSDRU, fara niciun fel de control, fara niciun fel de interes".
"(...) Sau este vorba de bani pe care fiecare i-a folosit pentru salarii de dimensiuni pe care le-am prezentat, foarte multe salarii de peste 14.000 de lei si multe salarii care depasesc 10.000 de euro", a completat prim-ministrul.
Acesta a mai spus ca suspendarea acestui program poate duce la pierderea definitiva a unor sume importante si poate duce la acoperirea din bugetul de stat al unor contracte.
"Nici nu decontam banii europeni si trebuie sa dam din bugetul de stat pentru tot felul de operatuini dubioase care implica persoane dubioase", a conchis premierul.

The minister pleaded at Foreign Affairs Council for EU commitment in Afghanistan also post-2014.At the EU Foreign Affairs Council on Monday, Foreign Affairs Minister Andrei Marga reiterated that Romania did not intend to withdraw its embassy from Damascus because it provided a connection with the Romanian nationals in Syria. ‘The embassy has a very important role in dealing with the issues Romanian citizens have. Of all EU member states our country probably has the largest community of nationals in Syria’, Minister Marga said at the end of the Foreign Affairs Council. A release from the Romanian Foreign Affairs Ministry states Minister Marga stressed the importance of that authorities in Damascus should fulfil the Annan Plan in its entirety and with no strings attached and to immediately stop all form of violence against the population. He also pleaded for the complete and unconditional cooperation of the Syrian authorities with the UN mission in the field, noting again that Romania would have five observers as part of the mission. The Romanian foreign minister also expressed his concern about the limited access of humanitarian aid and advocated the implementation of the humanitarian provisions of the Annan Plan. The EU foreign affairs ministers on Monday adopted a new set of sanctions against the Syrian regime, according to an EU communiqué quoted by Mediafax. Diplomatic sources report that the EU has decided to freeze the assets of individuals and companies deemed to be acting as financing sources for Bashar al-Assad’s regime.The people sanctioned will also be banned from the EU area. Their names will be later on published in the Official Journal of the EU. Currently, 126 individuals and 41 companies are subject of European sanctions especially in respect of the central bank, precious metal trade and air transport of goods. The EU foreign ministers also looked at the situation in Afghanistan, the Peace Process in the Middle East, developments in the Southern EU Neighbourhood (with the stress falling on Libya, Syria and Algeria) and the preparations for the EU-Mexico summit. At the working luncheon, the officials discussed relations between the EU and Russia in preparation of the upcoming EU-Russia summit (Sankt Petersburg, 3-4 June), and the situation in Ukraine. During the talks on Afghanistan, the Romanian foreign minister reiterated his support for a long-term EU commitment to the stabilisation process, including post-2014. Marga also reaffirmed Romania’s commitment to support the process of administrative capacity consolidation in Afghanistan. In what regards the Peace Process in the Middle East, the Romanian official advocated a fast resumption of direct talks and highlighted the importance of avoiding unilateral initiatives by either party, which might have a negative impact upon the prospects of re-launching negotiations. FM Marga also advocated the consolidation of the EU-Russia strategic partnership and emphasised the need for the Ukrainian authorities to fulfil the conditions and meet objectives necessary for the implementation of the EU-Ukraine Association Agreement.
Meetings with ambassadors of the Republic of Moldova, The Netherlands
The Romanian FM met yesterday with Iurie Renita, Ambassador of the Republic of Moldova to Romania. The two officials reviewed the priorities on the bilateral agenda, with special attention being paid to the energy interconnection and infrastructure projects agreed by the two countries at a joint session of the Governments of Romania and the Republic of Moldova in Iasi, last March. According to the Romanian Ministry of Foreign Affairs (MAE) communiqué, Marga reiterated Romania’s firm support for the European route of the Republic of Moldova. The meeting concluded with the two sides agreeing on the need for continuous efforts aimed at consolidation of the privileged partnership between Romania and the Republic of Moldova. Also yesterday, the head of Romanian diplomacy met with Johannes Hendrik Mattheus van Bonzel, the Dutch Ambassador to Romania, which provided the Romanian FM with the opportunity to restate Romania’s goal to accede to the Schengen Area at the JAI Council meeting in September, and the Romanian authorities’ openness to co-operate with the Dutch counterparts toward that end.

Cat costa iesirea Greciei din zona euro
Potrivit acestuia, situatia actuala din Romania este extrem de complicata. In aceste conditii, trebuie avute in vedere masuri care sa ne asigure o oarecare protectie fata de o eventuala iesire a Greciei din zona euro.
Legat de aderarea Romaniei la zona euro, ministrul a spus ca ar trebui sa ne pastram tinta stabilita, adica 2015, si sa incercam sa indeplinim indicatorii ceruti si sa avem o convergenta reala, fara de care nu vom putea intra in uniunea monetara.

Victor Ponta stie ca prioritatea zero a Guvernului pe care il reprezinta - e totusi putin fortat sa spunem ca il conduce, din moment ce la cele mai importante intrebari nu raspunde el - este castigarea alegerilor. Pentru implinirea acestui obiectiv vital pentru USL, Victor Ponta l-a cooptat in echipa pe finantistul BNR Florin Georgescu. Un finantist care sa garanteze adoptarea macar a unei parti din multimea de promisiuni pe care USL se jurase sa le puna in practica din prima zi in care ajung la Putere.
S-a intamplat, iar strategii lui Ponta stiau ca a nu da urgent banii bugetarilor si pensionarilor s-ar putea sa-i coste grav la alegeri, mai ales ca PDL si MRU promisesera ca sunt la un pas de a face reintregirea. S-a intamplat ca nu au mai apucat. Iar asta nu a fost o binecuvantare nici macar pentru USL. De ce? Pentru simplul motiv ca nu exista bani pentru acele reintregiri. Nici banii, nici contextul international si cu atat mai putin conditiile economiei romanesti care se adanceste in recesiune.
Dar Victor Ponta stia ca banii trebuie dati la oameni, "indiferent" ce ar urma dupa. A si spus-o, mai mult sau mai putin voalat. Asa s-au castigat alegerile in Romania in ultimii 23 de ani, nu se risca nici Ponta taman acum sa dea cu piciorul unor alegeri aproape ca si castigate. Si totusi. Florin Georgescu a fost adus in Executiv exclusiv pentru abilitatea de a gasi banii care sa fie dati bugetarilor si pensionarilor, cand acesti bani nu exista, iar aruncarea lor in buzunarele oamenilor ar putea sa arunce si tara la picioarele bancilor si fondurilor internationale.
Ei bine, Florin Georgescu este tatal cifrelor. De aceea l-a dorit premier pana si Traian Basescu. Fostul prim viceguvernator BNR jongleaza bugete, reduce inflatiile si creeaza din nimic sisteme economice. De altfel, doar astfel de abilitati ar fi putut sa produca prima etapa a majorarilor salariale ale bugetarilor si returnarea banilor catre pensionari. Pentru ca doar ministrul Finantelor intelege mecanismele care au fost puse in miscare pentru ca aceste masuri sa devina realitate, Victor Ponta pur si simplu se multumeste sa fie doar un purtator de cuvant al lui Georgescu.
De asta si trimite de fiecare data premierul intreaga presa la domnul Georgescu, daca vrea sa afle cum, ce si de cand se va intampla ceva in economia Romaniei. Ajunsi la ministrul de Finante, jurnalistii nu mai inteleg nimic. Iar ca si comunicator de mesaje politice, domnul Florin Georgescu e o catastrofa in devenire. (A nu se uita cum, invitat la Antena 3 fiind, a spus apasat ca daca lumea vrea sa nu mai aiba parte de taieri, ci de cresteri, evident, sa puna stampila la vot acolo unde trebuie - i.e. pe USL, ca altfel iarasi vor primi doar ajustari si reduceri. Un santaj si o discriminare pe fata intregului electorat.)
Insa daca electoratul e inclinat sa isi uite intotdeauna istoria scurta a ultimilor ani, ei ar trebui sa o aiba vie inca in minte. Iar daca Victor Ponta este prea emotionat de postul pe care il ocupa, daca implinirea visului inainte de vreme l-a bulversat atat de mult incat si-a delegat majoritatea atributiilor, atunci Florin Georgescu are obligatia sa-i reaminteasca macar, daca nu sa il avertizeze, despre fabula si morala ultimelor alegeri si costurile care au venit dupa. Taierile nu ar fi existat daca in precedenta campanie, intinsa pe doi ani - 2008 - 2009, politicienii nu s-ar fi intrecut in aruncatul banilor pe fereastra. In ciuda crizei care facea deja ravagii prin Europa.
Astazi e pe cale sa se petreaca acelasi lucru. Singura veste buna este ca tot USL se va afla la butoane si la anul, cand cel mai probabil vor urma, intr-un fel sau altul, si costurile acestei "reintregiri" nationale a populismului si pomenilor electorale. Vestea proasta e ca aceiasi finantisti de la BNR s-au aflat si atunci, ca si acum, in umbra politicienilor si deciziilor lor, ghidandu-le traiectoria si sensul.
O cvasi-bulibaseala ale carei consecinte le platesc, desigur, doar cei care acum sunt ademeniti la vot cu pomeni pe care si le platesc din propriile buzunare. Evident, cu mana alesilor. Sper ca Ponta macar sa nu se mai planga ca masina de vot a celorlalti a "functionat mai bine" decat a lor. Asta ar dubla costurile pe care le-am avea de platit.

Salary hike in the public sector, still an option
The premier is very firm about increasing salaries in the public sector. New ministers after the general elections of autumn 2012
As plans for the future, Victor Ponta announced that, if USL wins the parliamentary elections due for the autumn of this year, he will change the composition of the government by co-opting young ministers in his team. The current mandate of the government is special, as it will stay in office for a limited time interval, and he could not bring people that have not been in public positions before, because it would have taken them a while to learn the ways of such an activity.Referring to the plagiarism accusations targeting Education Minister Ioan Mang, the premier said he is convinced they will not be confirmed, so he won’t have to replace the minister. Vor sa ne spuna ca nici usturoi n-au mancat si nici gura nu le miroase. Proverbul cu naravul lupului l-au uitat! Iata un partid care a ajuns, sa mizeze doar pe greselile electoratului!
Observam cu totii avantul celor ce pana la Paste erau "cei de la putere", cum fara sa aiba dramul de decenta impus in asemenea situatii o luna-doua - macar pana se mai incalzea - cauta sa ne convinga acum ca ii vom regreta, ca a fost cel mai bun guvern postrevolutionar (inclusiv prim-ministrii) si ca regretele pe care le au sunt ca nu au avut timpul necesar sa isi duca pana la capat masurile si programul pe care il aveau. Ca daca reuseau ..., nu mai avea nimeni ceva de spus!
Deocamdata insa, putem spune toti cei ce traim in aceasta tara: Am scapat! Spun "deocamdata" asemenea unuia care scapa dintr-un lagar, gandindu-se alergand acum, doar la cat de mult timp va reusi sa fie liber. Sentimentul este profund si are a face cu nivelul suferintei celui ce a scapat. Se apropie oarecum de ceea ce am simtit in Decembrie 1989. Si spun "toti", gandindu-ma la modul in care au actionat guvernele PDL ale ultimilor 3 ani in raport cu fiecare categorie sociala, cu fiecare roman.
Sunt un om umblat si nu ascund ca picioarele mi-au calcat in peste 50 de tari. NU am vazut insa pana acum vreun guvern care sa fi luat atitea masuri negative fata de proprii cetateni, actionand atit de brutal si rautacios impotriva acestora precum au actionat diferitele guverne Boc care s-au succedat de la finele anului 2008 pana acum, Ungureanu fiind pentru 78 de zile doar mana prelungita a predecesorului. Chiar si modul in care comunicau dovedea rautate. Celor ce doresc deja sa ma contrazica le recomand sa se abtina si sa citeasca pina la sfarsit pentru ca, aproape sigur se vor regasi in randurile ce urmeaza. Iar cei ce invoca criza, probabil ca au auzit macar ca, Romania o traverseaza (inca) fara sa o merite ca pe o criza impusa si indusa (putem spune si adusa) si fara ca guvernele sa fi facut ceea ce ar fi trebuit pentru reducerea efectelor ei.
Nici nu cred ca ati uitat ca, totul a inceput cu impozitul forfetar aplicat fiecarei societati comerciale din Romania, cu "ajutorul" caruia aproape 300.000 de afaceri s-au desfiintat. Necazul a fost ca, fiecare dintre ele avea cel putin un angajat si sunt convins ca nu este nevoie sa va spun ce statut a capatat acesta. Au urmat salariile si pensiile "nesimtite", fiind pentru prima oara cand am auzit un inalt demnitar - primul ministru Boc - transmitind prin cablu, pe toate posturile, pe gura, la ore de varf asemenea duhoare. Jenant! Distinsul ardelean se referea la magistrati si procurori. Asa a inceput agresivitatea politicienilor nostrii cu proprii cetateni.
Dupa ce a fost declarat (altfel decit scrie in Constitutie), ca statul roman nu mai este un stat social, a urmat reducerea cu 25% a salariilor cadrelor medicale, profesorilor si restului celor ce intra in categoria bugetari. De altfel, celor din invatamant li s-a pus in cui (pentru vremuri mai bune) legea salarizarii proaspat promulgata, in conditiile in care "ei nu lucreaza cite 16 ore pe zi". Imediat (pentru echitate) au fost taiate pensiile si ajutoarele sociale si cele de somaj cu 15%, tichetele de masa, de vacanta si cel de al 13 lea salariu pentru angajati fiind ceea ce numim "cireasa de pe tort".
In acest timp auzeam ca am obtinut recordul in materie de preturi (triplate) pentru constructia de autostrazi, norocul romanilor fiind ca aproape niciun constructor nu s-a tinut de treaba. Chiar am avut noroc! Ma intreb ce ar fi fost si cu ce bani s-ar fi platit daca toti si-ar fi respectat graficele de lucru? Probabil previzionand nevoia de bani pentru "investitii" de partid cei ce foloseau stiloul politic drept cutit, au taiat si indemnizatiile noilor mamici, au eliminat scutirea impozitului programatorilor IT, au retinut si CAS-ul la pensii si au marit si TVA-ul la 24 de procente. Ca sa fie treaba, treaba!
Si tot in acest timp guvernantele noastre ne aratau pe la televizor gentile si garderoba urcand pe cai albi, iar Talmacean cum stie sa danseze. Boc dadea la coasa, iar Ialomiteanu ajutat de Blejnar gandea, unul la taxa pe fast food, iar altul la taxa pe manele. Dar a mai ramas ceva: Taxa Auto care a reusit - e drept, pentru scurt timp - sa ii trezeasca. Dupa ce au anuntat-o, in mare graba au amanat cu un an incasarea ei fara sa-si dea seama ca nu vor guverna toata viata si n-o vor mai incasa. Scuzati-ma dac-am scapat pe cineva!
Revenind, astazi nu cred ca masurile noului guvern nu ne vor afecta si ca acum in casele noastre va curge lapte si miere date gratuit de Ponta. Nicidecum! Dar nici nu cred ca Guvernul Ponta se va comporta cu proprii cetateni precum s-a comportat Guvernul Boc. In acelasi timp, amintindu-mi si acum unele dintre aberatiile guvernantilor PDL, nu cred ca va mai veni cineva vreodata sa ne numere bibilicile din curte, la fel cum nu cred ca gresesc cind spun ca Guvernul Ungureanu-Boc a fost guvernul "Impotriva tuturor". Asadar, atentie la liste si la vot!

European affairs minister says ways need to be found to let Romanians know about the important benefits of EU membership.European Affairs Minister Leonard Orban yesterday voiced concerns about the fact that a certain growing trend of euroscepticism is developing in Romania. Orban participated in the debate ‘How pro-European are Romanian still?’ organised by the Representation of the European Commission in Romania and Ministry of Foreign Affairs as part of the series of events dedicated to Europe’s Day. The head of the European Commission Representation in Romania, Nicolae Idu, said the debate started from the results of a Eurobarometer survey suggesting a decreasing trust in European institutions among Romanians. ‘(…) A certain less enthusiastic – let’s call it this way – trend of confidence in the EU is beginning to shape up. Actually a powerful trend regarding what the EU now stands for,’ Orban said. ‘Mr. Idu was targeted, I, Mr. Puscas (former negotiator with the EU, Vasile Puscas – our note), as well as other people who were criticised about the fact that, mainly during the negotiation period but also afterwards, depicted the EU in very bright colours and that what’s going on now is also the result of such distorted presentation of what the EU now means I am striving to remember and I am having a bit of a trouble in finding, at least in my positions, any situation where I presented things differently or in brighter colours than they were in reality,’ Orban added. He noted that, from his point of view, Romania’s accession to the EU was ‘an extraordinary advantage’ both for the country and for each and every citizen. However – he continued – be they big or small, all advantages that we have must be preserved. In respect of the cohesion funds, the minister of European Affairs pointed out that things were already moving and that, if the trend remained, the suspension of certain programmes could be avoided. ‘Compared to the moment when I took over the ministry, when the rate of 3.72 per cent, today we have a rate of roughly 9 per cent. Although it is a progress, it is still not enough,’ he said. Nicolae Idu, on his part, also stressed the importance of whether that trend of decreasing public confidence in the EU institutions was genuine or just incumbent to the latest developments in the bloc. Economist Daniel Daianu said the findings of a handful of opinion polls might not be the most pertinent possible indicators as to ‘the feeling of the Romanian society regarding our relations with the other EU member countries.’ Also in the context of Europe’s Day, the European Photography Festival was premiered in Bucharest yesterday, with the opening of an exhibition dedicated to Europe’s Day and presenting a total of over 120 photographs made by artists of Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Finland, France Germany, Greece, Israel, Italy, Great Britain, Romania, Spain, Serbia, Slovenia, Hungary, Ukraine and Russia, which will stay open until May 31 in the public area of the Representation of the European Commission in Romania.New Gov’ meets up with EU ambassadors

PM Victor Ponta insists restoration is to take place in December. All quantitative targets except two concerning arrears have been met, the fund’s representative stressed. Lowering VAT in certain sectors or for certain products would not have beneficial effects.Romania has fulfilled all quantitative targets set for the fifth evaluation, with the exception of two targets concerning government arrears, Jeffrey Franks, head of the IMF’s evaluation mission, stated yesterday during a press conference, pointing out that an agreement on future policy has been reached with the authorities. Franks pointed out that after the IMF’s Executive Committee gives its approval, in mid-June the institution will earmark another EUR 475 M of the total sum of EUR 3.5 bln. He pointed out that the IMF expects an economic growth of 1.5 per cent in 2012 and a higher absorption of European funds despite the poorer performance caused by weather in Q1 and the risk of seeing the Euro Area entering a recession. The head of the IMF’s evaluation mission believes that although the risks remain high, Romania is in a much better position to handle turbulences, thanks to prudent policies and the population’s sacrifices. The IMF considers that lowering the VAT in certain sectors or for certain products would not have beneficial effects for consumer since it often leads to tax evasion and the mission in principle does not encourage differentiated VAT levels. Prime Minister Victor Ponta had stated on Tuesday that he has started, alongside the Agriculture Minister, to exert “all pressures” on the Finance Ministry in order for the latter to introduce, starting next year, a scheme that would see 15 per cent of the VAT paid by a legal food producer returned. Moreover, the full return of public sector salaries to their June 2010 levels will be possible only next year, since the government has already decided to pay back the money collected from pensioners and cannot hike the salaries by more than 8 per cent, Franks added.
“We agreed to allow a slight relaxation of the cash deficit target, from 1.9 to 2.2 per cent of GDP. (…) The available sum will not be enough to allow for the immediate and total recovery of salaries and for paying back the contributions paid by pensioners. The difference will be offered next year,” the IMF representative explained. Asked whether the government’s intention is to apply the second salary hike in December so that payments will be made in January 2013, Franks stated that this is what he understood from the statements made by Romanian officials. “There is no contradiction between what I’ve said and the government’s intention. If the salary is hiked in December the hike will be felt in 2013,” Franks added. Referring to the statements made by Franks, Premier Victor Ponta stated yesterday in Targu Jiu that the second hike will be applied on December 1, as agreed in the negotiations with the IMF, Mediafax informs. ‘The decision was adopted yesterday (on Tuesday – our note) and is to be put into practice according to the negotiations Fin Min Florin Georgescu had held with the IMF,’ Ponta stressed referring to Franks’s statements on salaries’ restoration.
Franks: If we end up in a difficult situation next year we’ll have to rethink salary policy
“If we are to end up in 2013 in a situation in which economic conditions become difficult, of course we would have to rethink the future policy concerning salaries. But so far there are no special conditionalities concerning salary hikes. They will continue in 2012, the budget in 2013, and these hikes will take place in December and will be borne from next year’s budget for January. It’s doable,” Franks explained. According to him, the current account deficit is currently at a level that allows for the stabilization of external debt levels. “Exports are registering a record high. The growth is above EU average. There still are non-performing loans but they have been provisioned and the capitalization is higher than the EU average. Despite considerable gains and a reduction in vulnerable aspects, the challenges have not disappeared and reforms are still necessary,” the IMF official added.
“Wise guys” risk paying back the money
The “wise guys” that have preferential contracts with Hidroelectrica could pay fines and reimburse all the sums they benefitted from if the European Commission (EC) investigation establishes that these contracts represent state aid, Franks added yesterday during the press conference organized at the World Bank headquarters. He pointed out that some of the “wise guys” agreed to renegotiate the contracts, but some are still refusing to sign the new terms. Franks did not name the companies that disagree with renegotiating the contracts, but pointed out that it is in their interest to agree with the proposals made by the authorities because otherwise they will risk registering high losses if the EC investigation establishes they benefitted from state aid.
Privatizations side slipped, we focus on six companies
The privatization timetable “side slipped,” and some tenders failed because they were not properly prepared, the IMF deciding to focus on six companies – Hidroelectrica, Nuclearelectrica, Romgaz, Transgaz and the public offers for Tarom and CFR Freight, Jeffrey Franks stated. These are the companies that have a larger economic impact and a larger impact when it comes to drawing in investors. “But we’re not selling the crown jewels? Even the crown jewels need large investments in order to keep up with technological progress and a growing economy. The state lacks these moneys and they have to come from the private sector,” the head of the IMF mission pointed out. O guvernare reparatorie. Asa s-a definit inca din prima zi Guvernul Ponta. Nu pot sa am incredere deloc intr-un Executiv care vine si incepe din prima clipa sa plateasca cu aceeasi moneda adversarilor de pana mai ieri. Victor Ponta a trasat coordonatele mandatului pentru cele sase luni de guvernare din primul minut - razbunarea trecutului si inflorirea viitorului.
Bani inapoi pentru bugetari, pentru pensionari, amnistii fiscale pentru functionari, promisiuni pentru reintregiri definitive si recuperarea banilor dati dusmanilor de la PDL. Nu pot sa-i acord nici macar o zi de benevolenta lui Ponta. Pentru ca pleaca de la premise gresite, pentru ca are exact aceeasi legitimitate cat avea si Guvernul Boc sau MRU si pentru ca, in fond, mosteneste aceleasi practici care l-au facut atat de urat si hulit pe Boc. La fel ca si pe Mihai Razvan Ungureanu.
Nu masurile populiste ma sperie. Ele ar fi fost adoptate la fel si de catre fostii ministri. Nici promisiunile pentru viitor, ele ar fi fost identice si daca ar fi fost slobozite din gura celeilalte puteri. Nici macar declaratiile haotice ale noului ministru de Externe - imi pun increderea ca inteligenta il va salva pana la urma.
Imi dau de gandit insa masurile cu iz vindicativ, retragerea banilor de la primariile pedeliste si cele care pregatesc instaurarea unei noi puteri infinit mai solide decat precedenta.
Adoptarea in Senat a uninominalului pur dintr-un singur tur face parte din acelasi set de masuri pe care fosta putere pedelista incerca sa il impuna cand pregatea comasarea alegerilor, votul prin corespondenta, alegerea primarilor dintr-un singur tur sau modificarea legii referendumului. Toate sunt masuri care au fost criticate vehement de catre actuala putere uselista, dar care astazi se orienteaza tot intr-acolo.
Pentru ca tot ce au facut partidele din Romania dupa '89 a fost cum sa adune cat mai multa putere si, apoi, cum sa o conserve cat mai mult timp.
Pentru ca asta va face votul uninominal pur in cazul in care va trece si de Camera Deputatilor - va avantaja in mod clar si de departe Uniunea Social Liberala si va lovi teribil in toate celelalte partide mai mici. Va sugruma si mai mult PDL, va desfiinta practic UNPR, care cel mai probabil se va topi in PSD, si va lasa UDMR la vatra.
Poate, prin cine stie ce minune, doar PP-DD OTV sa prinda un locusor in Parlament, dar si ala de dimensiuni mult mai reduse decat in conditiile actualului vot.
Presimtind ca va rupe la alegerile din noiembrie, USL se pregateste sa isi astearna un culcus cat mai confortabil pentru urmatorii patru ani. Timp in care sa poata guverna indiferent de permutarile din interiorul ei. Or o astfel de strategie, doar ca modificata in structura si detaliile in care era conceputa, a pregatit si PDL cat timp a detinut toate parghiile institutionale. Iar atunci imi aduc aminte cum se striga ca moare democratia in Romania.
Poate fi considerata o diferenta. Pe atunci legile sareau peste Parlament, prin asumari de raspundere. Acum emana din interiorul noii majoritati, care are la baza insa exact acelasi compromis si lipsa de legitimitate ca si fostul Guvern.
In conditiile astea, Victor Ponta e de-a dreptul cinic si comic in acelasi timp cand spune - la Gadea in emisiune, de pe locul lui MRU - ca USL inca nu detine puterea in Romania - "USL doar guverneaza!"
Ma pregatesc deja pentru o vara scurta, cu masuri fulger si apoi de o lunga perioada de liniste vinovata. Linistea pe care Mihai Gadea i-o oferea Guvernului Ponta inca de pe acum. In direct si elegant, ca sa nu existe vorbe dupa. Sa facem totusi galagie!
